Kennedy Town, which at that time was almost empty owing to the

decrease of plague cases in the Colony. Mr.Bagg was asked

if he would agree to this deviation from the terms of his

Agreement with the Crown Agents, and he voluntarily did so in

his letter of the 25th.August, a copy of which is enclosed, upan

which he was duly appointed Wardmaster in the Medical Depart-

ment. I attach a copy of the letter of appointment. You

have already been informed of this transaction in the first

part of paragraph2 of my despatch No.397 of the 31st.August.

Medical Officer found occasion to report Mr.Bagg for disobe-

dience of orders, and wrote the attached letter enclosing a

note in which Mr.Bagg refused to perform duty at the Govern-

ment Civil Hospital. The matter was then referred to the At-

torney General, who advised in a minute, a copy of which is en-

closed, that Mr. Bagg was legally boundby his letter of the 25th.

August and was liable to the consequences of disobedience.

the Colonial Office Regulations, and considered the case in
